The Minister proposed replacing civil servants with AI

The head of the Ministry of Digital Development, Maksut Shadayev, believes that artificial intelligence can replace half of civil servants. He expressed this opinion while speaking at the Data Fusion forum.

“I believe that it can definitely replace half of civil servants. Maybe a little more,” the minister said, commenting on the topic of the possibility of a potential replacement of humans with artificial intelligence.

At the same time, he clarified that neural networks will not replace humans, especially doctors and teachers.

As experts note, this statement reflects the global trend towards the digitalization of public administration. It is based on the growing potential of AI in automating routine processes — data analysis, processing requests, preparing template solutions.

However, in practice, the large-scale replacement of civil servants with AI in Russia will face a number of challenges: resistance from the bureaucratic apparatus, the need for a deep restructuring of processes, and the risk of algorithmic errors in decision-making that require human participation. For now, we are talking more about a supplement than a replacement: AI will take over technical functions, but political and socially significant decisions will remain with people.
