Neural network gets a legal job with a state office

An AI assistant secured a full-fledged legal position at a state institution in Blagoveshchensk, Amur Region, the Amurskaya Pravda regional daily reports.

In a first for Far Eastern state institutions, a regional business ombudsman’s office has officially ‘hired’ an AI assistant, effectively replacing a human paralegal. Faced with staff shortages and tight budgets, Amur Region Commissioner for Entrepreneurs’ Rights Igor Radchenko turned to neural networks for help, integrating GigaChat (Sberbank) and DeepSeek (a popular Chinese language model) into his office’s system. Responses to entrepreneurs’ appeals now take just an hour instead of two days, setting a new standard for efficiency, the business ombudsman said.

This is a perfect example of how artificial intelligence can be effectively leveraged in business or the civil service contexts, IT expert Alexei Karpunin explained to Invest Foresight.

“This isn’t theory; that’s practice. We have many such cases where AI has proven its worth in the workplace: in HR, intelligent systems process routine internal inquiries, scan resumes and shortlist candidates for recruitment in seconds. In back-office operations, AI sorts legal and financial documents in hours instead of days, slashing processing queues and cutting HR and IT departments’ workload to a fraction,” the specialist said.

Undeniably, using AI involves certain risks, primarily to personal data. It is vital to ensure compliance with the respective requirements. Furthermore, models trained on incomplete, inaccurate or biased datasets risk generating distorted analyses. Nevertheless, the industry is now effectively managing these risks and is already demonstrating high resilience to such dangers, Alexei Karpunin emphasizes.

“It is also important to note that AI does not hold legal agency – final decisions must always be validated and approved by a human. Without this oversight, any AI-driven action lacks legitimacy,” the expert adds.
