The Ruselectronics electronics components manufacturer, owned by Rostec State Corporation, is working to create a new type weapon called Filin (meaning ‘ eagle-owl’), designed to startle people with visual and optical effects. This innovative device will be used during special and anti-terror operations, the state corporation’s website reported.
Filin is a non-lethal weapon; it is intended not to kill but to have an effect on a person with its intense optical emission with a frequent light flux brightness change. This causes a reversible visual disturbance in a person and creates conditions for further defeating the enemy. The effect could be compared to the one produced on a deer dazzled by the headlights for several seconds.
The Filin weapon has a relatively short maximum effective range of about 700 meters. For reference: the maximum effective range of a AK47 bullet is 1,500 meters.
The weapon has been already tested by volunteers, with the first pilot model to be created as early as next year.
