Work or study? New Generation Labor Migrants

Coming to Russia to earn money, the lion’s share of labor migrants strive to settle and assimilate. They transport wives and children with them. At the same time, children have the right to free education up to higher education, and parents – to occupational retraining. Experts told how foreigners can join Russian educational institutions.

Education system in Russia

The sphere of education in Russia covers kindergartens, schools, colleges, and institutions of higher vocational education. According to the 273-FZ “On Education in the Russian Federation” from 29.12.2012, the educational rights of foreign citizens are quite wide. Such children have the right to attend kindergartens and are required to attend school to receive basic general education. As for vocational training, it can be both paid and competitive. Actually, as for all citizens of Russia. At the same time, the possibility of choosing a form of training, the presence of a wide selection of target programs also makes it possible to learn.

Children under 7 years of age

The main condition for free education for a foreign child is the legality of his situation in Russia. That is, parents must be officially employed or have a residence permit. This is confirmed by a migration card or registration mark. At the same time, healthy babies are admitted to kindergarten if there are places in it.

School students

If children of migrants have the right to attend kindergartens, but the choice remains with their parents, then foreigners are obliged to enroll in the first class. If the classes in the nearest school are overcrowded, then parents will be offered a place in one of the neighboring ones. However, for enrollment, the child must also be in a legal position in the country. If there are no necessary documents and the child does not go to school, then this will attract the attention of the guardianship authorities with all the ensuing consequences, up to the removal of the child from the family or the deportation of parents.

Students

After graduation, with results of the exam and the school certificate, children of labor migrants, even without Russian citizenship, can receive higher or secondary vocational education. Moreover, young men and women who have graduated from school abroad can apply for places in universities and colleges. Foreigners with a foreign certificate can apply to Russian educational institutions. In Russia, there is a quota arrangement system for training foreign citizens. It works within the framework of attraction programs for foreign students.

Where should a foreigner do?

If the future student did not pass the Unified State Exam, then for admission to the selected educational institution he will have to pass a competitive selection or conclude an agreement on targeted training with any domestic enterprise. In addition, international students can benefit from various grants and subsidies. Russia benefits from attracting young and ambitious students who will improve its economy.

According to the Ministry of Education and Science of the Russian Federation, more than 250 thousand foreigners from more than 150 countries of the world come to study in Russia annually. At the same time, it is noted that immigrants from Central Asian states lean especially towards medicine, engineering, and technical specialties. In Russia, for migrants who have just arrived in the country, there are Russian language courses, and many educational institutions build an educational program so that students make every effort to study the language. At the end of the course, the exam is passed. If the result is not satisfactory, the students will be expelled.

Quotas

Each year, the Russian Government allocates up to fifteen thousand quotas for the training of foreigners. This is a way to learn for free. An application for a quota can be submitted online and undergo two stages of selection: first in the native country, then in Russia. If a future student has outstanding talents in any field, then he can try to take a grant, there are now several hundred of them in Russia from various departments and organizations. There are even grants from specific universities. In addition, you can try to use exchange programs or get an education remotely.

Study for CIS citizens

According to the Decree of the Government of the Russian Federation of June 22, 1999 No. 662, applicants from the countries of the Eurasian Union, including Kazakhs, Tajiks, Kyrgyz and Belarusians, can apply for budget places on a par with Russians. In this case, enrollment takes place on the basis of internal exams of the university. Such graduates will receive a diploma of a single state model, and it will operate both in Russia and in the union states.
